Why invite people who are not interested and/or do not have any intent of ever playing for Jamaica? Why even mention foreign nationals when it comes to Ja squad selection?
Without a Jamaican passport, you are a foreign national. This is not allowed.
This theory is a stupid concept.
So, just holding a Jamaican passport makes an individual more committed, that's beyond me. So what if the individual go ahead and acquire a passport but never get a call up.
This is like back when I was a teenager and we set rules at the playing field that, whoever shows up first at the venue gets to play, you know what happen then?
